Allen Walker has 13 years of experience working with U.S. shipyards serving as President of the Shipbuilders Council of America and the National Shipyard Association. He also served as the Executive Director of the American Waterways Shipyard Conference. Over his career in the shipyard industry, Allen has worked with all segments of the domestic shipyard industry focussing on issues such as the Title XI Loan Guarantee program, the Capital Construction Fund program, OPA 90 replacement vessels, international competitiveness, market analysis and projections, revitalization of the ship repair industry and numerous other issues. He was a founding member and served on the Board of the Maritime Cabotage Task Force for the past 11 years. He has also served on the Board of the National Propeller Club as well as the Board of the Washington, DC chapter of the Propeller Club. Allen has testified before numerous House and Senate Committees on shipyard and general maritime issues.
Before his shipyard career, Allen worked for two members of Congress and an international trade organization. Mr. Walker holds graduate degrees in History and U.S. international trade policy.
