John Graykowski is currently a Principal of Maritime Industry Consultants, specializing in maritime policy, marine transportation, marine finance and government affairs. Prior to this, he served as Senior Vice President and General Counsel of Aker Philadelphia Shipyard, Inc. He was also a partner in the Washington, D.C. maritime law firm, Dyer Ellis & Joseph (now Blank Rome, LLC) and served as Deputy and Acting Administrator of the U.S. Maritime Administration (MARAD) from 1994 - 2000.
Appointed by President Clinton as Deputy Maritime Administrator in 1994, Mr. Graykowski was responsible for the management and implementation of MARAD programs and policies. While at MARAD, Mr. Graykowski had direct responsibility for implementation of the National Shipbuilding Initiative (NSI) and operation of the Title XI loan guarantee program; development and implementation of the MARAD ship disposal program, and development of the Marine Transportation System (MTS) initiative.
Mr. Graykowski also served as Senior Counsel to the Senate Committee on Commerce, Science and Transportation's Subcommittee on the Merchant Marine and in other senior staff positions in both the United States Senate and House of Representatives for a period of 15 years.
Mr. Graykowski received his undergraduate degree from The State University of New York (magna cum laude), an MA from George Washington University, and a JD from Catholic University. He is admitted to practice law in the District of Columbia.
