Raymond Barberesi is President of Marine Transportation Specialists Corporation, a representation and consulting company specializing in solutions for the marine transportation industry (www.mtscorporation.com).

Mr. Barberesi recently retired from the Senior Executive Service of the U.S. Government where he served the U.S. Department of Transportations Maritime Administration for 28 years. As Director of MARADs Office of Ports and Domestic Shipping, Mr. Barberesi led major MARAD and Departmental programs including the Marine Transportation System (MTS) initiative, having served as Executive Director of the MTS National Advisory Council. Mr. Barberesi was instrumental in influencing the comprehensive maritime industry program proposals being advanced at the Department of Transportation under the now familiar title of SEA-21.

MARADs Short Sea Shipping initiative was envisioned, designed and spearheaded by Mr. Barberesi and today is a major part of DOTs future vision for an integrated transportation network. The industry partnership Short Sea Shipping Cooperative Program, or SCOOP, was developed under his direction and includes over 60 commercial partners in its membership. Mr. Barberesi also led the Department of Transportation in its successful efforts to execute Memoranda of Cooperation on Short Sea Shipping with Canada and Mexico.

One of Mr. Barberesis additional responsibilities while at MARAD was his position as U.S. Delegate to the Organization of American States (OAS) Inter-American Committee on Ports. Through his commitment to the OAS, Mr. Barberesi chaired the Inter-American Committee on Ports Technical Advisory Group on Port Security, and the Subcommittee on Port Training. Among the many accomplishments of the U.S. Delegation under his direction, was SecurePort, the historic OAS Hemispheric Conference on Port Security. Mr. Barberesi remains active in OAS matters as an official commercial advisor.

In his previous position of Director, Office of Sealift Support at MARAD, Mr. Barberesi was an architect of the Maritime Security Program (MSP) and the Voluntary Intermodal Sealift Agreement (VISA) Program.

A recognized expert in the marine transportation industry, Mr. Barberesi served as a member of the Blue Ribbon Panel which oversaw the U.S. Chamber of Commerces National Chamber Foundation report Trade and Transportation: A Study of North American Port and Intermodal Systems. He was recently elected to the Board of Governors of the Propeller Club Port of Washington, D.C.

Mr. Barberesi holds a B.S. degree in Meteorology & Oceanography from the State University of New York Maritime College, and an M.S. degree in Administration from The George Washington University. Mr. Barberesi is a retired Naval Reserve Officer and spent his early career as a Deck Officer aboard U.S.-flag vessels.
