Richard Biter is the founder and principal partner of TransGov Consulting, Inc., a transportation and supply chain consulting company that provides clients with creative business vision and strategies on transportation technologies, companies, trends, security, and operational models. Richard is a former Acting Associate Deputy Secretary and Director Office of lntermodalism, U.S. Department of Transportation, and a Senior Federal Service Executive with over 30 years of transportation technology, research, security, program and policy making experience in the private and federal government sectors.
Prior to his retirement from the U.S. Department of Transportation, Richard was responsible for providing leadership and coordination in research to develop Federal intermodal transportation solutions for moving people and goods efficiently and securely while improving productivity growth, strengthening our nation's competitiveness in the global economy, and optimizing the use of transportation resources. He is widely known and respected in both private and government sectors and has been a featured speaker at noteworthy domestic and international industry, government, and academic venues.
His office sought to help public and private transportation providers and users improve mobility in their transportation and logistics systems through safer, more efficient, better-integrated connections and choices. He and his staff placed particular emphasis on identifying and resolving specific process, financing or infrastructure obstacles that inhibit seamless and sustainable intermodal transportation.
Mr. Biter led a Department-wide effort to address capacity constraints in the nation's freight transportation system which resulted in new and significant freight programs/provisions in the 2005, $286 billion six year Safe and Efficient Transportation Equity Act; a Legacy for Users (SAFETEA-LU). He also chaired the DOT/NASA Program Oversight Committee of the $60 million National Program on Remote Sensing and Geospatial Technologies Program.
Mr. Biter was a founding member of the Executive Steering Committee of Operation Safe Commerce (OSC) an innovative $75 million public-private partnership dedicated to enhancing security throughout international and domestic supply chains while facilitating the efficient cross-border movement of legitimate commerce. He also served as a principal member of the White House Office of Homeland Security, Container Security Working Group and worked closely with top leadership in both government and private transportation sectors on security solutions spanning across the intermodal supply chain.
Richard served as the founder and government sector co-chair of the Intermodal Freight Technology Working Group, a public/private partnership which seeks to apply intelligent transportation system technologies to intermodal freight movements. He served on the Board of Directors of the International Trade Data System (ITDS) for consolidating the U.S. International Trade reporting requirements of over 120 Federal agencies into a single customer-oriented submission and was Chair of the Intermodal Experts Group of the Asia Pacific Economic Cooperation (APEC).
Mr. Biter is a graduate of Tri-State University, Angola, Indiana, where he received a BS degree with majors in transportation and economics.
